REGIONAL COMMUNITY CAPACITY DEVELOPERS

Title: Regional Capacity Developer (RCD)
Job Type: Term Contract Positions (one full-time, two part-time)
Purpose of the Positions
Working with BC First Nations, within designated regions, the RCD is responsible for engaging with community members (parents/leaders/caregivers/programs) to document community assets, resources and needs to support children birth to six years and their families. In this role RCDs will also work with community members to increase awareness of existing federal and provincial early learning and child care (ELCC) resources available that can support local planning, development and service delivery. The RCD is also will provide leadership and mentorship to support community capacity development by sharing tools and information and by providing coaching and guidance as requested.
Overall, the RCD (s) will:
• Focus on age 0 – 6 First Nations children and their families on Reserve
• Follow First Nations OCAP principles to collect and report on data as a means of addressing service gaps
• Build on existing programs/services/supports
• Help communities increase participation in programs/services/supports by sharing existing resources, including funding available through the Child Care BC Plan
• Provide one-on-one support to 5-7 First Nations to develop ELCC strategies and solutions determined and led by community members and leadership.
• Maintain project records and share information about emerging regional trends, needs or barriers
Working remotely and independently in region, from his/her/their home office, the RCD is responsible for monitoring and implementing identified outcomes as outlined in the First Nations Community Capacity Development Early Learning and Child Care Plan. The RCDs work closely with BCACCS and the Provincial Project Coordinator. Using a team-based approach, the RCD (s) may also be required to work directly with BCACCS employees, advisors and other partners.
• In cooperation with community leaders, identify community resources and establish ongoing collaborative relationships and partnerships to support improvements in service delivery or access;
• Use the BCACCS RCD workplan as a guide to meet identified project goals;
• Liaise with community stakeholders and regional MCFD staff to increase knowledge and understanding of community EL/CD/CC needs;
• Stay current on trends, resources, and policies affecting children and families to meet identified needs;
• Review, record, and report on project progress, including identifying follow-up actions required;
• Attend and participate in team meetings;
• Participate in assessment to evaluate the program’s progress towards meeting goals;
• Follow BCACCS established Code of Conduct, agree to a criminal record check, adhere to BCACCS COVID-19 health and safety policy and provincial health office COVID-19 guidelines; and
• Other duties as assigned.
The preferred candidate is able to build respectful relationships and work with BC First Nations. They are self-directed and able to work with minimum supervision with solid experience with: planning, problem solving, communications (oral, written and presentation) and have community engagement/development experience, and data analysis. They will understand how to work in a culturally safe way and will have familiarity and/or program experience in Aboriginal Head Start OnReserve, Supported Child Development and child care, including policy, legislation and procedures. The candidate must have own vehicle and be able to travel to remote, rural and isolated locations.
Other qualifications include:
• Bachelor’s degree (Child & Youth Care OR ECE Diploma in a related field (preferred); OR
• At least three (3) years’ experience in a management role in EL/CD/CC or human services;
• Three (3) years direct experience working with First Nations/Indigenous populations;
• Exceptional (English) oral and written communication skills;
• Strong time-management, and problem-solving skills;
• Excellent interpersonal skills;
• Ability to travel and work varied hours to accommodate the needs of the program;
• Strong computer skills to plan, record, report and monitor (intermediate level Microsoft suite including Outlook, Excel, Word, Teams, and use online conferencing software like Zoom, etc.); and
• Must have home office, valid driver’s license, and vehicle.
Job Type: Full-time is 35 hours per week and part-time is 15-18 hours per week.
Salary: $33.00/hour based on a 35 hour work week. Travel (once COVID-19 travel restriction are lifted) and other related expenses are covered; benefit package and pension option available at successful completion of 90 day probationary review for full-time employees.
